CVS Health

CVS Health Inc.’s (NYSE:CVS) pharmacy chain operator on Tuesday agreed to pay $315 million to resolve allegations claiming it illegally dispensed opioids and subsequently billed government healthcare programs for those invalid prescriptions.
The settlement resolves claims that CVS Pharmacy continuously violated both the Controlled Substances Act and the False Claims Act from October 2013 through December 2025.
The U.S. government officially filed its complaint in December 2024 in the U.S. District Court for the District of Rhode Island.
Dangerous Dispensing and Ignored Red Flags
According to the federal complaint, the pharmacy chain knowingly provided controlled substances that lacked a legitimate medical purpose. Federal authorities alleged pharmacists routinely ignored obvious red flags indicating invalid prescriptions.
The company reportedly dispensed excessive quantities of dangerous opioids and frequently authorized early refills. Prosecutors also highlighted the dispensing of “trinity” prescriptions, which consist of a highly abused and dangerous combination of an opioid, a benzodiazepine, and a muscle relaxant.
Furthermore, the government claimed the pharmacy filled orders from known “pill mill” prescribers who wrote massive numbers of scripts without genuine medical necessity.
Corporate Profits Over Patient Safety
The government argued that the violations originated directly from corporate policies. Aggressive performance metrics, inadequate staffing levels, and incentive compensation structures allegedly forced pharmacists to prioritize corporate profits over patient well-being.
Prosecutors further noted that internal policies restricted pharmacists from warning their colleagues about problematic doctors.
DEA Agreement and Whistleblower Lawsuit
In addition to the massive financial penalty, the company signed a strict memorandum of agreement with the Drug Enforcement Administration to ensure future compliance.
The pharmacy chain must now monitor its dispensing patterns, implement procedures to evaluate suspicious prescribers, and launch a dedicated reporting hotline for both the public and its employees.
Former employee Hillary Estright initially sparked the investigation by filing a civil whistleblower lawsuit under the False Claims Act. The exact financial share Estright will eventually receive remains undetermined at this time.
CVS Price Action: CVS Health shares were up 0.29% at $87.80 during premarket trading on Wednesday, according to Benzinga Pro data.
