LegCo Panel on Environmental Affairs Visits Black Point Power Station
to Learn about CLP Power’s Decarbonisation Efforts and
Diversified Fuel Mix Strategy in Support of Energy Security
and Green Transition
Legislative Council (LegCo) Panel on Environmental Affairs Chairman Ms Judy Chan
and other legislators today (22 October) visited Black Point Power Station of CLP
Power Hong Kong Limited (CLP Power) in Tuen Mun to gain first-hand insight into CLP
Power’s latest work in advancing energy transition, decarbonisation and energy
security, and how its diversified fuel mix strategy helps provide Hong Kong with low-
carbon, reliable and reasonably priced electricity services.
Accompanied by CLP Power Chief Corporate Development Officer Ms Quince Chong
and Chief Operating Officer Mr Eric Cheung, the legislators were briefed on CLP
Power’s decarbonisation roadmap, which includes actively supporting the HKSAR
Government’s decarbonisation policies by procuring the most cost-effective and
traceable zero-carbon energy from the Chinese Mainland, deepening regional energy
cooperation, promoting electrification, helping customers enhance energy efficiency,
and exploring low-carbon technologies such as carbon capture, utilisation and storage
(CCUS), in support of Hong Kong’s journey towards carbon neutrality.
The legislators were also briefed on Hong Kong’s first hydrogen-blended natural gas
electricity generation trial project at Black Point Power Station, including its progress,
trial scope, technical requirements and safety considerations. The project will provide
important technical reference on the performance and commercial viability of
hydrogen as a fuel for electricity generation.
The legislators then toured key facilities at the power station to see how CLP Power’s
diversified fuel mix strategy supports low-carbon electricity generation while
safeguarding energy security and supply reliability. Through natural gas supplied from
the Hainan gas fields and the Second West-East Gas Pipeline, liquefied natural gas
(LNG) procured from global markets, and zero-carbon nuclear energy imported from
1
the Daya Bay Nuclear Power Station, CLP Power has built a robust and flexible low-
carbon energy supply for Hong Kong.
At the power station’s workshop, CLP Power engineers demonstrated how a welding
robot operates, showing how it performs precise welding according to pre-
programmed procedures. This helps enhance the efficiency and quality of
maintenance work while further strengthening operational safety.
CLP Power Chief Corporate Development Officer Ms Quince Chong said, “We are
pleased to exchange views with the LegCo Panel on Environmental Affairs and to give
legislators a first-hand understanding of CLP Power’s work in decarbonisation, energy
transition and energy security. As Hong Kong actively advances green transition and
high-quality development, CLP Power will continue to leverage its power expertise to
maintain reliable supply, while progressively advancing the application of zero-carbon
energy, low-carbon fuels and innovative technologies to support Hong Kong's
transition to a more resilient and sustainable future.”
