URL: https://www.cls.cn/detail/2431781

Iran's Houthi allies declare maritime embargo against Saudi Arabia, escalating threat to oil market
URL: https://www.cnbc.com/2026/07/20/iran-houthi-yemen-saudi-arabia.html
Houthi militants in Yemen on Monday declared a maritime embargo against Saudi Arabia effective immediately, threatening to exacerbate the oil supply disruption triggered by Iran's attacks on tankers in the Strait of Hormuz.
The Houthis have repeatedly threatened to close the Bab el-Mandeb Strait during the U.S.-Iran war. The strait is a choke point for commercial ship traffic that connects the Red Sea to the Gulf of Aden and global markets.
The militants, in a statement carried by state news, accused the Saudis of laying an "aggressive siege" against them. Tensions escalated last week after they claimed that Riyadh had bombed Sanaa International Airport.
The Saudis have diverted million of barrels of oil per day through a pipeline to an export terminal on the Red Sea. Those exports have acted as a crucial relief valve for global oil markets during the U.S.-Iran war.
A closure of Bab el-Mandeb would block in those barrels, exacerbating the disruption triggered by Iran's attacks on tankers in Hormuz.
But crude oil prices were little changed in response to the Houthis' threat. Brent oil, the international benchmark, had jumped nearly 4% overnight to break $90 per barrel as at least three U.S. service members have died during recent fighting between the U.S. and Iran. Prices subsequently eased after Tehran indicated it was still open to talks with Washington.
The U.S.-Iran war has escalated as the interim deal they signed on June 17 to reopen Hormuz has collapsed. Tehran has repeatedly attacked oil tankers, killing at least two seafarers and injuring more than a dozen this month.
The U.S. has bombed Iran for nine consecutive days and reimposed its naval blockade in response to the tanker attacks. Tehran has launched missiles against U.S. allies in the Gulf in retaliation.
Tanker traffic through Hormuz has fallen as the fighting escalates. The Trump administration has said the strait remains open and millions of barrels of oil are being shipped out daily under U.S. military protection.

Shipowners Offer Huge Bonuses to Get Crews to Sail Hormuz
Takeaways by Bloomberg AI
- Sinokor Group is offering seafarers an extra six months pay if they're willing to sail through the Strait of Hormuz, a vital oil channel.
- At least 59 commercial ships have come under attack in and around the Persian Gulf since the war began, with 17 seafarers losing their lives, according to the UN's shipping agency.
- Shipowners can command millions of dollars for taking their vessels on a trip in and out of Hormuz, but crews are taking the greatest personal risk and some are still refusing the extra rewards.
One shipowner is attempting to coax crews to sail through the Strait of Hormuz by offering them an extra six months pay if they’re willing to cross the vital oil channel, offering seafarers a stark choice between large financial rewards and the risk of death.
Sinokor Group, the world’s largest owner of supertankers, distributed such an offer to its seafarers for a round trip to pick up oil from either Saudi Arabia or Iraq and unload it in the Gulf of Oman. The firm offered six months extra salary if they make a return voyage, which it said would take about a month in total, according to a document distributed late last week and seen by Bloomberg.
At least 59 commercial ships have come under attack in and around the Persian Gulf since the war began at the end of February, with 17 seafarers losing their lives, according to the UN’s shipping agency.
The offers — made prior to Monday’s fresh attacks on merchant shipping — underscore the fundamental tension of transiting the waterway, forcing seafarers to either miss out on potentially large rewards or gamble with their own lives.
The highest-paid person on most ships is the captain, who has the ultimate say on navigational decisions. They earn as much as $15,000 a month on oil tankers, according to officials at two shipping companies.
A junior sailor, known as a rating, might earn about $1,500 a month in normal times, an official at one owner said. They have the right to ask to leave a vessel and be replaced if they don’t want to sail into the danger zone.
Make Millions
Shipowners can command millions of dollars for taking their vessels on a trip in and out of Hormuz, and insurers are also now charging huge premiums to transit. The crews however, are the ones taking the greatest personal risk and some are still refusing the extra rewards.
Whether they are willing to make the journey has come under renewed scrutiny since at least two seafarers died in attacks last week, while another vessel was abandoned on Monday. The offers were made after those fatalities.
“They are being offered huge bonuses by some companies,” according to Captain Pradeep Chawla, chairman of GlobalMET, a body that works with the International Maritime Organization to promote seafarer training and education, without specifically referencing the Sinokor offer. “We have heard stories of a large number of crew members getting off, but they are able to find people who are willing to go.”

Sinokor has become a major player in shipping Middle Eastern oil after it managed to amass the world’s largest fleet of supertankers with backing from MSC Mediterranean Shipping Co. The company has been key in helping regional producers get their barrels out, particularly the United Arab Emirates, but also Saudi Arabia and Iraq.
The company didn’t respond to a request for comment outside of usual business hours.
Salary offerings for crossing Hormuz can vary and two people involved in securing crew for vessels transiting the waterway said they were generally seeing lower rates than that offered by Sinokor, adding that there were still significant bonuses on offer. One of them said some shipping firms were adding as much as 60 days of salary to a 30-day contract.
In general, compensation for the voyages has jumped since attacks on shipping began to slow traffic through Hormuz early last week. Pay also rose in the early part of the Iran war, when vessels were being attacked regularly inside the Persian Gulf.
Visible traffic through the strait has declined in recent days, though there’s uncertainty about how much continues to cross the waterway dark, with satellite signals switched off.

Trump Vows Iran Will Pay for Deaths as Mediators Push Truce
URL: https://www.bloomberg.com/news/articles/2026-07-20/trump-vows-iran-will-pay-for-us-deaths-as-mediators-push-truce
President Donald Trump vowed that Iran “will pay” for killing three US soldiers in recent days, even as mediators proposed a new truce as the Middle East war widens further.

“Every time Iran kills an American Soldier they will pay for that killing many times over!” Trump wrote on social media on Monday.

White House Press Secretary Karoline Leavitt also said the president will attend a dignified transfer ceremony for “our fallen heroes” on Tuesday evening.

Earlier, Iran said mediators had been in touch with proposals on how to ease hostilities with the US after several days of clashes, though tensions remain high after a threat by the Tehran-backed Houthi group in Yemen to blockade Saudi Arabia.

Esmail Baghaei, the Islamic Republic’s foreign ministry spokesman, said “ideas from some mediators have been conveyed” to Tehran, without giving further details. Tehran said its interior minister, Eskandar Momeni, is traveling to Pakistan on Monday.

Qatar and Pakistan, the main intermediaries in the conflict, see a return to US-Iran positions of pre-July 9 as a first step, according to semi-official Iranian Students’ News Agency. Fighting over control of the Strait of Hormuz began that day, effectively unraveling an interim peace deal signed last month.

There’s as yet no indication of a return to formal talks. One proposal is for a 10-day ceasefire to find ways to revive that memorandum of understanding, Reuters reported, citing an unidentified senior Iranian official.

Oil swung between gains and losses on Monday on the prospects for further escalation and detente in the conflict. Global benchmark Brent was trading 0.4% higher at $88.45 a barrel as of 1:20 p.m. in New York.

Yahya Saree, a spokesman for the Houthis in Yemen, said on Monday that they would impose a maritime blockade on Saudi Arabia in retaliation for what they say is the kingdom’s siege on the Yemeni capital, Sana’a.

Read More: Yemen’s Houthis Vow to Impose Maritime Blockade on Saudi Arabia

That announcement adds to a slew of risks facing global oil supplies, as it puts at risk the flow of millions of barrels that the kingdom exports via the Red Sea.

US gasoline prices have climbed back over the $4-a-gallon mark, potentially hurting Trump and his Republican party ahead of midterm elections in November.

The US earlier conducted a ninth straight day of airstrikes on Iran, trying to force the Islamic Republic to stop shipping attacks and reopen the Strait of Hormuz. Tehran is refusing to relent, insisting it has a right to manage traffic through the critical waterway. Iran continued to attack US bases in the likes of Kuwait, Jordan, Bahrain and Iraq.

The tit-for-tat attacks are getting deadlier. The US military announced the death of a service member in northern Iraq on Saturday during a “controlled detonation” of a downed Iranian drone. That was a day after two others were killed in an Iranian attack on Jordan, with another service member still missing from the same strike.

Iran says US strikes have killed more than 50 people and wounded over 500 since the most recent flare-up between the two sides began just under two weeks ago.

A breakthrough is unlikely to happen until the US and Iran can reach an agreement over shipping in the Hormuz strait, through which one fifth of the world’s oil and liquefied natural gas supplies typically flowed before the conflict began.

Shipping volumes have slumped and the number of tankers and other vessels going through Hormuz is now roughly the same level as during the height of the conflict in March and early April.

Trump warned Iran last week he’d escalate airstrikes and widen the scope of targets until it backed down. Late on Sunday, speaking of the latest American fatalities, he said: “Those great patriots were out there fighting so that Iran cannot have a nuclear weapon.”

The latest US attacks were “in honor” of the personnel killed, Trump told reporters.

Abbas Araghchi, Iran’s foreign minister, said his country wouldn’t abandon diplomacy but also won’t be forced back to the negotiating table while under military attack by the US.

“Iran’s actions in the Strait of Hormuz and Persian Gulf had global consequences and we became a global player,” he said in an interview published on his Telegram channel, underscoring how Tehran sees control of the strait as a source of leverage over the US and as vital to its security. “This is no small thing. The region realized that without Iranian security it cannot have complete security.”

Iran’s Top Negotiator Defends US Peace Talks Against Hardliners Oil Pares Gains as Iran Says Received Proposals From Mediators GLOBAL INSIGHT: Iran War Is Rapidly Escalating, Risks Rising

US Secretary of State Marco Rubio said Iran continues to send signals it wants to negotiate. He also reiterated the American view that the Iranian government is split between members that want a peace agreement and hardliners who want to fight more.

Kuwait continues to experience some of the worst attacks from Iran. Over the weekend, Kuwait’s main state energy company said an unspecified site sustained “significant material losses,” causing its evacuation and a number of injuries, while two power and desalination plants have been hit in recent days.

Israeli Prime Minister Benjamin Netanyahu is due to convene defense chiefs on Monday evening, a member of his security cabinet, Eli Cohen, said in a radio interview about the Iran tensions.

“If Iran makes the mistake of attacking the State of Israel, we’ll respond with a might surpassing that of the last campaign,” Cohen told Army Radio on Monday.

The US is sending more warplanes to the Middle East, the New York Times reported, citing anonymous US officials. The planes include F-35 and F-16 fighter jets, as well as aerial-refueling aircraft.

“The Americans keep bringing new military equipment into the region while claiming they want to stop the war,” Iran’s Parliament Speaker Mohammad Bagher Ghalibaf, who has participated in negotiations in the past, posted on X. “We have become experts at recognizing these American tactics and have prepared accordingly.”

US petrol prices climb back above $4 as Iran war intensifies

US petrol prices climb back above $4 as Iran war intensifies
US petrol prices have risen back above $4 a gallon as the resurgent Middle East conflict reverberates across the world’s biggest economy, squeezing American motorists and fuelling voter frustration with Donald Trump.
Prices at the pump broke the key threshold on Monday, according to data from the AAA motoring group, after ratcheting steadily higher in recent weeks as tit-for-tat strikes between the US and Iran escalated.
The rise in costs for motorists underlines the war’s continued impact on Americans after official statistics last week showed price pressures had eased in June during a period of détente in the conflict.
The higher prices represent a growing liability for the president ahead of midterm elections in November as voter fatigue with the conflict grows, with many blaming him for the escalation.
Since its outbreak in late February the war has ripped through global energy markets, pushing crude prices well above $100 a barrel in April and May as Iran largely choked off shipments through the Strait of Hormuz, a crucial waterway for oil shipments.
Petrol prices surged as high as $4.56 per gallon in May before falling to $3.79 earlier this month after Washington and Tehran signed a memorandum of understanding extending a fragile ceasefire deal agreed in April.
That helped temper US inflation in June to an annual rate of 3.5 per cent, down from a three-year high of 4.2 per cent in May.
But the respite has proved shortlived. Trump this month declared the truce “over” following a renewal of hostilities in the strait. Both sides have exchanged strikes in recent weeks in a battle for control of the waterway.
Crude oil prices hit $90 a barrel in Monday trading, up 20 per cent this month. West Texas Intermediate, the US marker, traded as high as $85 a barrel, before receding slightly.
Traders have warned that global oil stockpiles, which helped to avert a wider economic crisis earlier in the war, have dwindled, leaving western economies with minimal buffers to absorb higher prices.
“Every oil shortage can become a fuel crisis,” said Kevin Book, managing director at consultancy ClearView Energy.
“This one started out that way, with ships trapped in the Gulf exacerbating refineries shuttered in Russia and run cuts in China. If conflict continues, that fuel crisis will likely worsen.”
Voters have gradually lost patience with the conflict. An FT poll this month found 58 per cent of voters said the war had not been worth the cost. The same survey showed that Trump’s approval rating had slipped to just 36 per cent.
The average American driver fills up their tank about 50 times a year. ClearView research shows a meaningful inverse correlation between presidential approval and prices at the pump.
“If you want to know how an American feels about elected officials, stop at a gas station,” said Book.

How Houthis’ Red Sea Threat Risks Bigger Oil Shock
URL: https://www.bloomberg.com/news/articles/2026-07-20/how-houthis-red-sea-threat-risks-bigger-oil-shock
How Houthis’ Red Sea Threat Risks Bigger Oil Shock
One thing that’s helped limit the Iran war’s disruption to global oil supply is the ability of Saudi Arabia to use an alternative export route to the Strait of Hormuz: the Red Sea.
The fragility of this workaround has been laid bare by the threats to Red Sea shipping posed by the Houthis, Iran-backed militants who control part of Yemen. After launching a series of attacks from 2023 to 2025 on vessels near the Bab el-Mandeb Strait, which connects the southern Red Sea to the Gulf of Aden, the Houthis resumed such strikes in early July. And on July 20 they declared that they would impose a maritime blockade of Saudi Arabia, with immediate effect.
How important is the Red Sea trade route?
The combination of the Suez Canal, Red Sea and Bab el-Mandeb Strait is a shortcut for ships to travel between Europe and Asia.
Close to 10% of global seaborne trade passed through the Bab el-Mandeb annually before the Houthi strikes began in 2023. That share had fallen to around 3% last year, based on data from Clarksons Research and the PortWatch platform from the International Monetary Fund and Oxford University. Several waves of Houthi attacks in recent years have prompted ship operators to avoid the Red Sea. Many send their vessels around the southern tip of Africa instead — an expensive diversion that’s thousands of miles longer and can add two weeks to journeys.
The Bab el-Mandeb is still a significant conduit for oil, gas and other commodity exports from the Middle East, Asia and Russia. Traffic has ticked up during the Iran war as Saudi Arabia uses the waterway to keep its oil exports flowing.
How could new Houthi attacks affect the oil market?
If Houthi attacks were to become widespread, that could jeopardize oil exports from Saudi Arabia’s Red Sea port of Yanbu, which the kingdom has leaned on to bypass Iran’s effective closure of the Strait of Hormuz.
Saudi Arabia is the biggest crude exporter in the Persian Gulf and has been diverting more oil along a pipeline to its western coast. It shipped 3.65 million barrels a day of crude via Yanbu in May, equivalent to just over half the country’s total pre-war exports.
In order to pick up these oil cargoes and ferry them to customers in Asia, ships need to sail through the narrow Bab el-Mandeb waterway and past Yemen’s rugged coastline, which provides cover for Houthi attacks. If tankers are unable to take this route due to safety risks, oil prices could surge even higher.
Why do the Houthis attack ships?
When the Houthis began their Red Sea campaign in 2023, they said it was in retaliation for Israel’s Gaza military campaign in response to the Hamas attacks of October 2023. The group originally said it was only focused on vessels with links to Israel. But ships without a direct connection were also hit. After the US and UK began to strike Houthi assets in early 2024, the militants said all ships from these two countries were legitimate targets.
After the US and Israel launched war on Iran in February, the Houthis repeatedly warned that they could close the Bab el-Mandeb. They largely held their fire in the maritime theater until July when they sank two bulk carriers in rapid succession, killing crew members and taking others hostage. The Houthis also struck a ship close to Yanbu.
What prompted the Houthi threat against Saudi Arabia?
The Houthis have largely maintained a fragile truce with Saudi Arabia since 2022, ending years of cross-border attacks and halting a Saudi military campaign to oust the group from Sanaa and restore to the capital Yemen’s internationally recognized government.
But in the days before the Houthi announcement threatening Saudi ships, the rebels struck the kingdom’s Abha airport after Saudi jets targeted Sanaa International Airport to prevent an Iranian aircraft carrying a Houthi delegation from landing. The delegation was returning from Tehran after attending the funeral of Iran’s Supreme Leader, Ali Khamenei, who was killed in an air strike at the start of the Iran war. The Houthis have since vowed to keep flights between Sanaa and Tehran operating and warned that they are prepared to disrupt Saudi airports until what they describe as the “siege” on Sanaa airport is lifted.
Who are the Houthis?
Officially known as Ansar Allah, or Followers of God, the Houthis are part of a clan that hails from Yemen’s northwestern Saada province. They’re followers of the Zaidi branch of Shiite Islam, which accounts for an estimated 25% of the country’s population.
The Houthis emerged in the 1990s after North Yemen and South Yemen were unified, waging a series of rebellions against the government. They seized control of Sanaa in 2014, launching a civil war that still divides Yemen. The group also control portions of the northwest of the country, including much of the Red Sea coast.
The Houthis are anti-West and anti-Israel, and are designated terrorists by the US and European Union. They’re part of Iran’s so-called axis of resistance, which includes Hamas in Gaza and Hezbollah in Lebanon, both of which are also classified as terrorist organizations by the US and others. These groups receive training, technical expertise and weapons from the Islamic Republic.
The Houthis coordinate closely with Iran and largely share its strategic objectives, but they make their own decisions. They don’t rely solely on Iran for arms. They can also draw upon tribal smuggling networks inside Yemen and commercial links to defense export hubs such as China. The group has expanded efforts to assemble and manufacture its own weapons by themselves.
The militia group suffered huge losses after US and Israeli airstrikes last year killed many of its leaders and destroyed a lot of its military equipment, but it has been regrouping and replenishing its weapons stockpile. Its Red Sea campaign elevated its regional standing, demonstrating that it could disrupt global trade and project power well beyond Yemen’s borders.
