OpenAI plans to spend over $30B on 3.2 GW Georgia data center: report
URL: https://seekingalpha.com/news/4616589-openai-plans-to-spend-over-30b-on-32-gw-georgia-data-center?utm_source=feed_news_all&utm_medium=referral&feed_item_type=news
OpenAI (OPENAI) plans to spend over $30B on a new 3.2-gigawatt data center near Savannah, Georgia, Bloomberg News reported.
The ChatGPT maker has contracted with Georgia Power and secured 3.2 GW of energy for the data center complex in Effingham County, potentially setting the facility up to rank among the company's largest to date, the report added.
OpenAI did not immediately respond to Seeking Alpha's request for comment.
Several hundred megawatts are expected to come online starting in 2028, with the rest of the development extending through 2032, the report noted.
OpenAI pledged to spend $20B in the county in order to qualify for an incentive package that will be voted on this week, according to the company. At the full 3.2 GW size of the project, the cost would probably be over $30B, said Sachin Katti, vice president of compute strategy at OpenAI.
Katti said OpenAI is currently seeking partners to help finance and develop the data center and may opt to do some of the operation itself, the report added.
OpenAI said it will pay the full cost of electrical infrastructure and power to serve the Georgia data centers, adding that state rules prohibit passing costs to existing customers. The company also noted that its new facility is designed to proactively cut power use when there is high demand to avoid affecting nearby residents. The data center will also use a “closed-loop” cooling system that circulates the same water to reduce use, the report noted.
In addition, OpenAI said that it will pay hundreds of millions of dollars in state and local taxes, alongside plans to set up a community fund and offer credits for local students to use its AI services.
Chris Lehane, the company's chief global affairs officer, said that while OpenAI has already met with county officials, it will start discussions with residents on Thursday to hear any concerns that are not addressed in the current plan. Lehane added that OpenAI plans to conduct an independent audit to make sure it’s complying with its commitments.
"All issues are going to be local,” said Lehane. "It’s really important to understand it's not always going to be a cookie-cutter approach."
Several projects are now running into local opposition, as communities and political leaders raise concerns about the impact of data centers on utility prices and the environment. Last week, New York became the first U.S. state to halt construction of large new data centers, imposing a one-year moratorium as concerns that the facilities driving the AI boom are raising power costs and straining water supplies.
Last year, OpenAI's CEO Sam Altman said he expects the company to spend trillions of dollars on physical infrastructure to support its long-term AI ambitions. The AI giant has collaborated with developers on large data centers in Europe, the Middle East, and several U.S. states as part of its Stargate initiative.
OpenAI's approach to Stargate has changed, as well. Originally conceived as a joint venture with Oracle (ORCL) and SoftBank Group, Stargate projects have since featured different combinations of partners, the report added.

OpenAI's cloud spending could hit $750B by 2030: report
URL: https://seekingalpha.com/news/4616599-openais-cloud-spending-could-hit-750b-by-2030-report?utm_source=feed_news_all&utm_medium=referral&feed_item_type=news
OpenAI's (OPENAI) spending on computing power could hit $750B by 2030, up from a previously estimated $600B, The Wall Street Journal reported.
The company raised its projection, due in part to new agreements signed with cloud computing providers, the news outlet added, citing a person familiar with the matter. The level of spending has come under scrutiny from outsiders and some inside the company as it seeks to become a publicly traded company. Past media reports have indicated there is tension between OpenAI CEO Sam Altman and CFO Sarah Friar over the level of spending, though the two have publicly denied any friction.
In addition to the increase in projected spending, OpenAI hired former xAI executive Brent Mayo to help with its data center build-out, the news outlet explained, citing people with knowledge of the matter. Mayo had been one of the people who worked on building out xAI's data centers.
Separately, on Wednesday, OpenAI announced plans to spend more than $30B on a data center in Savannah, Georgia.
OpenAI did not immediately respond to a request for comment from Seeking Alpha.

Southern Company (SO) up 1.4% in Wednesday's trading after Georgia Power said it will provide electric service to OpenAI's (OPENAI) planned data center project in Effingham County, Georgia, under a 25-year agreement that includes one of the largest single-site demand response commitments in the U.S.
OpenAI (OPENAI) unveiled plans to spend more than $30B on the project, which is expected to require ~3.2 GW of electricity during 2028-32 as it scales operations.
OpenAI (OPENAI) will pay the full infrastructure and electric service costs to serve its facility and will fulfill requirements for long-term energy contracts and include financial assurances designed to protect Georgia Power customers, Southern (SO) said.
In addition, OpenAI (OPENAI) agreed to provide up to 1,000 MW of flexible demand response, allowing Georgia Power to reduce power delivered to the facility during periods of high demand to help maintain grid reliability.
The project marks OpenAI's (OPENAI) first data center in which it is serving as the lead developer and designer, rather than leasing computing capacity from cloud providers.

OpenAI’s AI spending spree has ballooned to $750B
URL: https://techcrunch.com/2026/07/22/openais-ai-spending-spree-has-ballooned-to-750b/
OpenAI announced Wednesday that it will spend $750 billion on infrastructure through 2030, some 25% more than it estimated earlier this year, the Wall Street Journal reported The renewed blitz comes as its Stargate data center project appears to have stalled.
The first salvo in OpenAI’s spending spree will be a $20 billion data center campus in Georgia known as Project Camellia. The development will span 1,400 acres northwest of Savannah and will draw at least 3.2 gigawatts of power from Georgia Power, the region’s utility. The generating capacity is expected to become available between 2028 and 2032.
The AI company said it would “pay the full cost of the infrastructure and electric-service costs” for the new data center. The Georgia Public Service Commission (PSC) adopted a rule last year to prevent utilities from passing on costs associated with new users drawing more than 100 megawatts.
Georgia Power also said OpenAI will reduce its power draw by up to 1 gigawatt during periods of high demand on the grid.
OpenAI is receiving a 50% property tax abatement for 15 years from Effingham County, according to the Effingham Herald.
Neither OpenAI nor Georgia Power has said how Project Camellia will be powered. TechCrunch asked both companies for specifics, but did not immediately receive a reply.
Regulatory filings might provide some clues. In December, Georgia Power received approval from the PSC to produce an additional 9,885 megawatts. The utility told the PSC it expects to have all the capacity contracted by the end of 2026. The OpenAI deal accounts for about a third of that.
Based on documents Georgia Power filed with the PSC, most of the new capacity will come from natural gas. The utility said it will build or buy from third parties about 5.8 gigawatts of natural gas generating capacity, about a quarter of which will be from more polluting simple-cycle turbines. Altogether, the new fossil fuel capacity will more than double Georgia Power’s natural gas fleet. The remainder will be supplied by grid-scale batteries and solar.
While electricity from Georgia Power is expected to start flowing in 2028, OpenAI did not give a timeline for when the first GPU will be turned on. That could happen sooner than 2028 given that OpenAI recently hired Brett Mayo to lead data center construction. Mayo previously worked at xAI, where he oversaw the Colossus data center in Memphis.
Colossus was built in record time, but it has allegedly taken its toll on local air quality, according to a lawsuit filed by the NAACP and the Southern Environmental Law Center. The xAI data center has been running dozens of unpermitted natural gas turbines, claiming exemption from federal clean air regulations.

OpenAI's latest proposal shows it's very aware that data centers are unpopular
URL: https://www.businessinsider.com/openai-effingham-georgia-data-center-project-camellia-water-use-tokens-2026-7
OpenAI is pushing to build community support for a planned new data center in Georgia in an apparent effort to avoid the type of backlash rising against AI infrastructure projects across the US.
The ChatGPT maker on Wednesday unveiled its plans to build "Project Camellia," an at least $20 billion data center campus in rural Effingham County, just outside Savannah, that will require 3.2 gigawatts of power.
OpenAI said that it has been meeting with state and local officials, community leaders, schools, and other stakeholders to gather feedback on the project and will hold a public open house on Thursday.
"We believe showing up early is the right way to build trust, with that, we are still at the beginning of the development process," OpenAI said in a press release. "Significant work remains on infrastructure, project phasing, design, financing, and operating model."
Effingham County Commissioner Jamie DeLoach said in a statement that he and his team "asked the tough questions" and found that the project "uses minimal water, won't increase energy costs for county residents, will generate new tax revenue to support our schools, and create new opportunities for local businesses."
OpenAI added it has contracted with Georgia Power to deliver electricity to the 1,400-acre campus in phases between 2028 and 2032.
OpenAI says water use will be 'minimal,' utility bills won't rise, and schools get free AI tokens
Alongside the announcement, OpenAI detailed a four-point pledge addressing issues that have fueled widespread opposition to data centers elsewhere, including electricity costs, water use, and community impacts.
OpenAI said local residents would not see higher electricity bills because of the project and that the facility's water use would be "minimal" due to its closed-loop water system.
"Georgia families will not subsidize this project. OpenAI will pay the full cost of the infrastructure and electric-service costs required to serve it," the company said.
It said that the project will be one of the first data centers designed to "proactively reduce its power consumption before residential customers are impacted during periods of high demand."
OpenAI also said it would provide $80 million in community benefits over the life of the project and will make up to $71 million in credits for Codex, its AI coding tool, available to eligible Georgia college, community college and technical school students. Georgia students who are eligible will get $100 in Codex credits through their ChatGPT account.
An independent firm will conduct an annual audit of OpenAI's commitments to be released to the public, the company said.
OpenAI expects to create thousands of construction jobs and more than 1,000 operational roles once the campus is fully built out.
Companies are racing to build AI data centers throughout the country and many communities are pushing back over concerns about the potential environmental and economic impacts.
OpenAI CEO Sam Altman acknowledged the challenge earlier this year, saying, "AI is not very popular in the US right now."
"Data centers are getting blamed for electricity price hikes. Almost every company that does layoffs is blaming AI, whether or not it really is about AI," he said.
According to the research project Data Center Watch, at least 75 data center proposals worth an estimated $130 billion were delayed or blocked during the first three months of 2026 due to local opposition.
As of May, there were at least 430 local Facebook groups with more than 525,000 members fighting back against AI data centers, according to the Data Center Opposition Report, which tracks local opposition to the projects.
Georgia's 12th Congressional District Democratic Committee has issued an "urgent call to action" via Facebook, urging community members to show up to Thursday's public meeting.
Earlier this month, New York Gov. Kathy Hochul signed an executive order imposing the nation's first statewide moratorium on large-scale data centers.
