Biggest US Grid to Launch Emergency Power Auction for AI Boom
URL: https://www.bloomberg.com/news/articles/2026-07-27/biggest-us-grid-to-launch-emergency-power-auction-for-ai-boom
America’s biggest power grid has pitched a plan to ensure data centers fully pay for electricity they need to counter the threat of energy shortages amid the artificial-intelligence boom.
PJM Interconnection LLC aims to launch an emergency auction for power generation in September to help plug a nearly seven gigawatt shortage for the year beginning 2028 resulting from an auction earlier this month, according to a letter to stakeholders Monday. The costs of the so-called Reliability Backstop Procurement will be allocated to data centers, it added.
PJM, home to Northern Virginia’s Data Center Alley, has been under intense pressure to rapidly boost power generation to address a projected electricity shortage in the coming years. The grid operator has faced months of criticism from state governors, utilities, consumer rights groups and the White House, prompting calls for reforms or even a break up of the network.

A mid-July capacity auction to ensure that the system would have enough power for periods of peak demand in the year starting June 2028 fell 6.8 gigawatts short of a key goal to maintain system reliability. That’s equal to approximately seven traditional nuclear reactors. It was the latest in a string of failures that have raised pressure on a grid operator that has built a reputation for delivering a stable system.
US President Donald Trump and a bipartisan group of governors in January offered a blueprint to PJM, by proposing that the grid operator conduct a one-time electricity auction in which technology companies would effectively pay for new power plants by bidding on 15-year electric capacity contracts.

EPA says power for data centers can sidestep pollution laws
URL: https://www.reuters.com/legal/litigation/epa-says-power-data-centers-can-sidestep-pollution-laws-2026-07-27/
Power sources providing electricity only to data centers and not the public grid may not be subject to federal pollution laws, the U.S. Environmental Protection Agency said on Monday.
The EPA said if the power plants are not supplying electricity to the grid then they would not be subject to the federal Clean Air Act's Acid Rain Program, which has been key to the dramatic reduction of smog and soot pollution from industrial facilities.
"The EPA believes that, considering the plain text of these definitions, the Acid Rain Program does not apply to power generation facilities that are not connected in any way to the larger electricity grid," EPA Assistant Administrator Aaron Szabo wrote in a July 16 letter.
The agency said its interpretation of federal pollution laws would speed the development of artificial intelligence infrastructure while reducing strain on regional electric grids.
The EPA said its guidance clarifies that the Acid Rain Program does not apply to so-called "islanded" power generation facilities that operate separately from the broader grid. The agency said the interpretation would give developers greater flexibility in where and how quickly they can build new data centers, which are driving a surge in electricity demand across the United States.
The agency said its action supports President Donald Trump's Ratepayer Protection Pledge, which was expanded last week and requires participating companies to build, procure or pay for all energy needed to power their facilities and associated infrastructure.
Under the non-binding pledge, developers, utilities and state regulators are expected to bear the costs associated with new projects rather than passing them on to residential customers.

Oil prices tumble over amid halt to fighting between U.S., Iran
Introduction & Market Context
Rexel (EPA:RXL) presented its second-quarter and first-half 2026 results on July 27, 2026, revealing accelerating momentum across all geographies and raising its full-year guidance. The electrical distribution company reported sales approaching €10 billion for the first time in a six-month period, driven by surging demand in data centers, energy transition solutions, and industrial automation.
The presentation highlighted a significant inflection point for the company, with same-day sales growth accelerating to 6.7% in Q2 from 3.4% in Q1, marking the first time since Q2 2023 that all regions posted positive volume growth. The stock traded at $37.42, down 0.5% from the previous close of $37.61, remaining near its 52-week high of $39.78.
Quarterly Performance Highlights
As shown in the following overview of key financial metrics, Rexel delivered strong results across multiple dimensions in the first half of 2026:
The company reported H1 2026 sales of approximately €10 billion, representing 2.2% reported growth and 5.1% same-day growth compared to the prior year. Digital sales reached 35% of total revenue, an increase of 160 basis points versus H1 2025, reflecting the company’s successful digital transformation initiatives.
Profitability improved substantially, with the adjusted EBITA margin expanding 40 basis points to 6.2% from 5.8% in H1 2025. Including a one-off gain on copper, the EBITA margin reached 6.4%. Free cash flow before interest and tax totaled €247 million, demonstrating solid cash generation despite increased investments in growth initiatives.
The acceleration in Q2 was particularly notable across all geographic regions. The following chart illustrates the progressive improvement in sales growth momentum throughout 2025 and into 2026:
North America, representing 47% of group sales, grew 7.8% in Q2, while Europe, accounting for 46% of sales, returned to positive territory with 4.4% growth. Asia Pacific, at 7% of sales, surged 17.0% in the quarter. Volume contributions turned positive across all regions for the first time in three years, while pricing remained favorable with non-cable prices up 1.4% and cable prices up 2.2%.
Regional Performance and Growth Drivers
North America: Data Centers and Industrial Automation
The North American market delivered exceptional performance, particularly in high-growth segments. As illustrated in the following regional breakdown, the company’s data center business demonstrated remarkable expansion:
In the United States, which represents approximately 9% of total sales, data center activity surged more than 80% in H1 2026, with large project execution concentrated in the Mountain Plains and Southeast regions. The company upgraded its 2026 growth ambition for this segment to above 50%, significantly higher than initial expectations. Data center projects now represent approximately 25% of the company’s North American backlog.
Industrial automation also contributed significantly, growing 15% in the quarter, supported by positive trends in aerospace, hospital, and water and wastewater sectors. Digital sales in North America jumped more than 380 basis points to 27% of total sales in H1 2026, driven by rapid adoption of new digital tools for quote and order entry.
In Canada, representing approximately 7% of sales, the company has built strong credibility and market exposure in the data center segment in under a year, expanding capabilities into white room, fiber optic, and cooling systems.
Europe: Energy Transition Acceleration
European operations benefited from a rebound in energy transition solutions, driven by heatwaves and energy price volatility. The following visualization demonstrates the company’s strategic positioning in European electrification markets:
Energy transition products—including solar, HVAC, and EV charging—represent 22% of European sales and grew approximately 15% in the first half. France led the recovery with 6.3% growth, primarily driven by HVAC offerings in both commercial and residential segments. The Benelux region grew 7.6%, supported by HVAC and EV solutions in the Netherlands and solar installations in Belgium.
The DACH region improved sequentially with 2.6% growth, driven by solar installations boosting residential activity in Austria and Germany. Even amid these positive trends, the UK and Ireland declined 3.8% overall, though strong growth in Ireland was offset by continued weakness in the UK market.
Strategic Acquisitions and Portfolio Positioning
Rexel completed three strategic acquisitions in North America during the first half, significantly enhancing its exposure to high-growth segments. The following overview details these value-adding transactions:
The acquisition of Techno-Contact 360 in April 2026 for approximately CAD 85 million strengthened the company’s position in industrial automation and data centers, with 50% of acquired sales expected from data centers in 2026-2027. This acquisition builds Rexel’s industrial services platform, offering differentiated full-lifecycle solutions.
Revere Electrical Supply, acquired in May 2026 for approximately USD 330 million, enhanced capabilities in industrial automation as a leading Rockwell Automation partner. The acquisition added critical mass in the growing Midwest region with 10 new locations and brought technical expertise in value-added solutions and services.
Dee Electronics, acquired in July 2026 for approximately USD 50 million, further strengthened exposure to data centers through advanced manufacturing capabilities in electronic assemblies, wire harness, and panel assemblies. Approximately 20% of Dee’s sales come from the data center cooling market.
The company’s diversified portfolio now positions it advantageously across both secular growth trends and cyclical recovery opportunities. As shown in the following strategic breakdown:
Approximately 35% of revenue comes from confirmed secular electrification trends, including AI and data growth (10%), industry automation and reshoring (15%), and energy transition acceleration (10%). The remaining 65% is positioned to benefit from potential economic recovery in construction and renovation markets in Europe (34%) and North America (29%).
Financial Performance and Margin Evolution
The company’s sales growth in H1 2026 was driven by a combination of factors, as illustrated in the following waterfall analysis:
From H1 2025 reported sales of €9,775 million, foreign exchange impacts reduced sales by 2.6%, primarily from USD depreciation. Acquisitions contributed 1.4%, while disposals reduced sales by 1.3%. Same-day evolution added 5.1%, comprising 1.9% volume growth, 1.3% non-cable price increases, and 2.0% cable price increases. After a modest negative calendar effect of 0.4%, H1 2026 reported sales reached €9,989 million.
Profitability improvements were driven by multiple factors, as detailed in the following margin evolution analysis:
The adjusted EBITA margin expanded from 5.8% in H1 2025 to 6.2% in H1 2026, an improvement of 40 basis points. Operating leverage contributed 17 basis points, while action plans delivered 22 basis points of improvement. The company achieved record productivity of 4%, with higher selling prices offsetting operating expense inflation, contributing 6 basis points. These gains were partially offset by adverse product and market mix effects of 5 basis points and investments of 10 basis points.
Regional profitability varied, with Europe delivering a 6.3% adjusted EBITA margin (up 50 basis points), North America achieving 7.1% (up 3 basis points), and Asia-Pacific reaching 1.2% (up 50 basis points).
Recurring net income demonstrated strong growth, as shown in the following income statement flow:
Adjusted EBITA of €615 million flowed through to recurring net income of €347 million, representing 13% growth versus H1 2025. Net financial expenses of €113 million reflected an effective interest rate of 3.8%, down from 4.0% in H1 2025. The effective tax rate stood at 30.5% for the period.
Cash Flow and Capital Allocation
The company generated robust free cash flow in the first half, as illustrated in the following cash flow breakdown:
EBITDAaL of €670 million converted to free cash flow before interest and tax of €247 million, representing a 37% conversion rate. The change in trade working capital consumed €307 million, with the trade working capital ratio improving to 16.3% of sales from 16.9% a year earlier. Net capital expenditures totaled €65 million, representing 0.7% of sales.
The company maintained a balanced capital allocation strategy between growth investments and shareholder returns, as detailed in the following allocation overview:
Free cash flow of €247 million was allocated toward financial investments of €398 million (primarily the three strategic acquisitions), dividend payments of €353 million, and share buybacks of €20 million. This resulted in an increase in net debt of €690 million compared to December 31, 2025, bringing total net debt to €3,322 million with an indebtedness ratio of 2.4x.
The company successfully extended its debt maturity profile through strategic refinancing activities. The following maturity schedule illustrates the company’s debt structure:
Rexel issued a €400 million convertible bond in May 2026 with a 1.000% coupon maturing in 2031, and a €125 million Schuldschein in April 2026 with maturities in 2029 and 2031. The company maintained liquidity of approximately €1.8 billion as of June 30, 2026.
Upgraded Outlook and Future Visibility
Based on the strong first-half performance and record backlog levels, Rexel raised its full-year 2026 guidance across key metrics. The following visualization presents the upgraded targets:
The company now expects same-day sales growth of approximately 5% for full-year 2026, up from the previous range of 3% to 5%. The adjusted EBITA margin target was raised to at least 6.2% from approximately 6.2%, while free cash flow conversion is expected to remain above 65%.
The upgraded guidance is supported by record backlog levels in both the United States and Canada, as shown in the following backlog analysis:
The US backlog reached $2.2 billion at the end of Q2 2026, representing approximately 3.1 months of sales and marking a 25% sequential improvement from Q1 2026. The Canadian backlog crossed CAD $1 billion, representing approximately 5.5 months of sales and showing a 30% sequential increase. These record levels were driven by large contracts in data centers and the space industry in the US, and a significant data center project won by the recently acquired Techno-Contact 360 in Canada.
Management noted that while the first half demonstrated strong momentum and disciplined execution, the outlook is balanced by sustained geopolitical tensions in the Middle East and energy price volatility. The company expects H2 margins may not follow the usual seasonal pattern due to product mix pressure, higher operating expenses, and less carryover from prior action plans.
The company’s Axelerate 28 strategic plan remains on track to deliver midterm profitability guidance of above 7% EBITA margin, supported by multiple initiatives including productivity improvements in sales and business operations, profitability enhancements in underperforming countries, and accretive acquisitions.
Rexel’s transformation from a traditional distributor to a solutions-oriented provider serving high-growth secular trends positions the company to capitalize on the accelerating electrification and digitalization megatrends, while maintaining exposure to cyclical recovery opportunities in its core construction markets.

Backlash Over Data Centers, Power Costs Tests GOP’s Hold on Ohio
URL: https://www.bloomberg.com/news/articles/2026-07-27/backlash-over-data-centers-power-costs-tests-gop-s-hold-on-ohio
Republicans’ grip on the key state of Ohio confronts one of its toughest tests in years as voters’ anger over soaring utility bills fuels a backlash against data centers.
Democrats have seized on ratepayers’ frustration. The party’s US Senate candidate, Sherrod Brown, has already spent more than $1.9 million on three television ad campaigns blasting data center companies for “gobbling up” energy and attacking his Republican opponent, incumbent Jon Husted, as the “face of data centers” for past support of tax breaks for the facilities.
Democratic gubernatorial contender Amy Acton on Monday called for a conditional moratorium on data centers that would ban projects that fail to cover the entirety of their utility costs, exclusively employ unionized labor, operate with “full transparency” and fail to adhere to Ohio’s environmental standards.
“The data center question is one of those headwinds that could change the equation where Republicans typically win,” said Mark Weaver, an Ohio-based GOP political strategist.
Voters’ hostility toward the energy-intensive facilities adds to Ohio Republicans’ challenge as the party is also burdened this year by broad national discontent over the US war with Iran, surging gasoline prices and persistently high overall inflation.
Even Republicans supportive of the construction wave such as gubernatorial candidate Vivek Ramaswamyand Husted are channeling utility customers’ frustrations, trying to direct it at a push for more power generating capacity.
President Donald Trump is also weighing in as the midterms loom. At a Thursday event at the White House, he welcomed fresh commitments from power utilities and data center developers to put technology companies on the hook to pay for the electricity they need.
Ohio residents have largely soured on data centers, which are critical to the fast-growing artificial intelligence industry. Seventy-one percent favor a temporary ban on their construction, according to an April survey by Bowling Green State University.
In New York, Governor Kathy Hochul this month imposed a moratorium on new hyperscale data centers.

Ohio is a hub of data center construction, along with Virginia and Texas. Developers have been attracted by plentiful flat farmland, abundant water supplies, a connection to a large regional power grid and generous state tax incentives.
The state contains 10% of the US construction pipeline for the facilities, according to BloombergNEF, with companies such as SoftBank Group Corp., Amazon.com Inc. and Alphabet Inc. breaking ground on large hyperscale developments. Energy companies including Shell PLC and Oklo Inc. have jumped in to try and power the state’s data center boom, constructing a mix of nuclear sites, natural gas plants and solar farms.

The facilities have become a ripe target in a year financially squeezed voters say the high cost of living tops their concerns. As electricity demand from data centers has surged, residential electricity prices in Ohio have jumped 19% over the past year, more than double the national average, according to the US Energy Information Administration.

Utility customers in Ohio and 12 other Eastern states face another bump in electricity costs ahead after a July auction by the largest US electric grid to procure power for the year starting June 2028. The added burden from power-hungry data centers increased supply costs by more than 60% in the auction, said Joseph Bowring, president of Monitoring Analytics, the grid’s independent market monitor.

Skyrocketing electricity costs emerged as a potent theme in elections last year, with Democratic candidates for governor in Virginia and New Jersey winning election on campaigns targeting utility rates. In Georgia, two Republicans on the state commission that regulates utilities lost reelection last year, as voters replaced them with Democrats for the first time since 2000.
No Democrat has been elected governor of Ohio since 2006 and Trump won the state by an 11-point margin in the last presidential election. Brown, who had served in the Senate for 18 years, lost a reelection campaign in 2024 as the state shifted more Republican.
But this year Democrats are polling neck-and-neck against Republicans in both the Ohio governor and Senate races. The nonpartisan Cook Political Report rates both contests tossups.
Democrat Acton is promising to force data center companies to “pay their fair share” of energy costs in social media posts and roundtable discussions. She is also demanding they do more to minimize environmental damage from wastewater.
Ramaswamy, her opponent, defends data centers as a path to “reindustrialization” and a way to reverse job losses from the state’s manufacturing decline.
“Are we going to complain and say we don’t want that? Of course not,” Ramaswamy said at a June campaign stop in New Philadelphia, a town in northeastern Ohio.
Still, the Republican has said he wants to avoid residential customers paying higher energy costs, arguing that Ohio should “unshackle” energy production by easing environmental and regulatory constraints.
Linda Moore, president and chief executive officer of TechNet, an industry trade group that counts most big tech companies as members, said data center construction benefits local communities by creating blue-collar jobs, providing workforce training and raising local tax revenue.
A typical 250,000-square-foot data center employs roughly 1,500 construction workers at the height of construction, according to a report by the Virginia Joint Legislative Audit and Review Commission. Once operational, however, these facilities typically require only about 50 full-time staff, according to the commission.
In March, Husted went to the White House to join Trump and Big Tech leaders to promote a “Ratepayer Protection Pledge” that would see tech companies “build, buy or supply” new sources of power for data centers. So far, Alphabet’s Google, Meta Platforms Inc., Microsoft Corp., OpenAI, Oracle Corp., Amazon and xAI have signed on.
“No new data center should be built unless the companies are supplying all of the power for it,” said Husted. “No additional burden should be going on the residential or business rate payer.”
But Brown, his Democratic opponent, slammed Husted for a record of “aggressively” recruiting data centers to the state with “sweetheart” tax deals and swift permit approvals. Husted had been Ohio’s lieutenant governor until he was appointed to the Senate seat vacated by Vice President JD Vance.
The artificial intelligence industry wields considerable political power nationwide, having pledged a total of $275 million toward the upcoming midterm elections after already having spent $44.5 million on federal primaries.
Even so, Ohio Republican Governor Mike DeWine in May ordered a pause in new data center tax exemptions statewide. That followed a report from the Ohio Department of Taxation that sales tax exemptions for data centers cost Ohio $1.6 billion in lost revenue in 2025, eleven times more than an original forecast of $136 million.
